ACB ARRESTS ECONOMIC PLANNING AND DEVELOPMENT DRIVERS

On 13th September, 2011, the Anti-Corruption Bureau arrested Mr.  Michael Lucas Mkwelera and Mr. Benderson Lipenga for giving false information to the Anti-Corruption Bureau.

The two were paraded as state witnesses in a case alleging that Mr. Chunga the then Transport officer of the Department of Economic Planning and Development solicited K10, 000.00 from several drivers including the two as a reward for having considered them for field trips to different places in the North and Southern Regions.

They became hostile in court and gave evidence contradictory to what they had previously given to the Bureau in their witness statements.

They were taken to Lilongwe Magistrate’s Court where they were charged with giving false information to the Bureau contrary to Section 14 (1) of the Corrupt Practices or perjury contrary to section 101 (1) of the Penal code.

They were released on bail on the following conditions:

  • Deposited K5,000.00 cash each with the court
  • Produced one surety each bonded at K30,000.00 not cash
  • To report to the Anti-Corruption Bureau every fortnight on Mondays
  • Not to leave Lilongwe without notifying the Bureau

They will appear in court on 22nd September, 2011 for commencement of trial.

 ANTI- CORRUPTION BUREAU ARRESTS NATURAL RESOURCES COLLEGE PRINCIPAL

On 4th September, 2009, the Anti-Corruption Bureau received a complaint alleging that Mr. Feston Kaupa, Principal of Natural Resources College in Lilongwe, disregarded a recommendation of the Internal Procurement Committee. It is alleged that he awarded a catering and house keeping services contract to Likuni Caterers which he jointly owns with other senior members of staff. The company had failed in preliminary evaluation.

 On 9th September, 2011, the Anti-Corruption Bureau arrested Mr. Feston Kaupa.

 He was brought before Lilongwe Magistrates court. He was charged with two misuse of public office contrary to Section 25 B (1) of the Corrupt Practices Act.

 He was released on bail on the following conditions:

  • Deposited K10,000.00 cash with the court
  • Produced two sureties each bonded at K50,000.00 not cash
  • To report to the Anti-Corruption Bureau every fortnight on Mondays
  • Not to leave Lilongwe without the authority of the Director of the Anti-Corruption Bureau

He will appear in court on a 13th October, 2011 for commencement of trial.

ACB ARRESTS BLANTYRE CITY COUNCIL EMPLOYEE AND POLICE OFFICER IN THYOLO

ANTI- CORRUPTION BUREAU ARRESTS BLANTYRE CITY COUNCIL EMPLOYEE

On 27th August, 2011, the Anti-Corruption Bureau received a complaint alleging that Kennedy Oliver Jamu, a debt collector (commercial rates) at Blantyre City Council, was soliciting K10, 000.00 from a shop owner in order for him to reopen a shop at Limbe market which was closed for non payment of rentals among other reasons.

The Anti-Corruption Bureau on a surveillance operation together with the Police arrested Kennedy Jamu after he had received K5, 000.00 from the shop owner.

He was brought before Blantyre Magistrates court on 29th August, 2011. He will be charged with two counts of corrupt practices by a public officer contrary to Section 24(1) of the Corrupt Practices Act.

He was released on bail on the following conditions:

  • Deposited K10,000.00 cash with the court
  • Produced two sureties each bonded at K50,000.00 not cash
  • To report to the Anti-Corruption Bureau every Monday
  • To surrender travel documents to the ACB
  • Not to leave Blantyre without the authority of the Director of the Anti-Corruption Bureau

He will appear in court on a date to be set by the Court for trial.

ANTI- CORRUPTION BUREAU ARRESTS POLICE OFFICER IN THYOLO DISTRICT

On 8th June, 2010, the Anti-Corruption Bureau received a complaint alleging that Constable Hermes Mchinyera of Masenjere Police Unit in Thyolo solicited K6, 000.00 but received K3, 500.00 in order for him to release suspects on Police bail.

The Anti-Corruption Bureau instituted investigations which confirmed the allegation.

On 25th August, 2011, the Anti-Corruption Bureau arrested Constable Mchinyera.

He was brought before Thyolo Magistrates Court on 26th August, 2011. He was charged with two counts of corrupt practices by a public officer contrary to Section 24(1) of the Corrupt Practices Act.

He was released on bail on the following conditions:

  • Deposited K20,000.00 cash with the court
  • Produced two sureties each bonded at K50,000.00 not cash
  • To report to Thyolo Police Station once every fortnight on Fridays

He will appear in court on a date to be set by the Court for trial.
