COURT FINDS IMMIGRATION EMPLOYEE GUILTY
On 4th September, 2008, the Anti-Corruption Bureau received a complaint alleging that some Malawians are assisting asylum seekers with information regarding how they could enter into Malawi through Songwe and other places in Chitipa. The complaint further alleged that the Malawians charge K15, 000.00 for the service and K2, 000.00 for transport per person.
The Anti-Corruption Bureau instituted investigations into the matter which confirmed the allegation.
On Friday, 12th December, 2008 the Bureau arrested Wesley Stiff Mzumara Senior Immigration Assistant based at Chileka Immigration Office together with three others.
On 15th June, 2010, Blantyre Magistrate’s Court found Mzumara with a case to answer on three counts of possession of unexplained property, contrary to Section 32(2) (c) of the Corrupt Practices Act.
On Friday, 20th August, 2010 Blantyre Magistrate’s Court found Mzumara guilty on all the three counts. He is at Chichiri Prison awaiting sentencing on 30th August, 2010.

THE ANTI-CORRUPTION BUREAU ARRESTS OFFICERS FROM THE DEPARTMENT OF CIVIL AVIATION, FORESTRY (CHIKANGAWA) AND MALAWI POLICE SERVICE
The Anti-Corruption Bureau in separate developments has over the last week arrested four (4) officers from the Department of Civil Aviation, seven (7) officers from the Department of Forestry (Chikangawa), one (1) Police Officer from Elangeni Police Unit in Mzimba and a bursar based at Balaka Secondary School.
DEPARTMENT OF CIVIL AVIATION
On 17th August, 2010 the Anti-Corruption Bureau arrested Messrs E.S. Chiphika (Acting Principal), J Malivasi, M Idrissa and N.D Kapangama for various corruption offences in relations to procurement of goods and services by the Department.
The four were on 18th August, 2010 taken to the Magistrate Court in Lilongwe and charged under Section 25D of the Corrupt Practices Act. They all denied the charge and were released on bail on the following conditions:-
That they each deposit with the Court Mk10,000 cash
- That they each provide sureties not cash
- That they report to the Anti-Corruption Bureau offices in Lilongwe every fortnight
- That they surrender to Anti-Corruption Bureau all travel documents
- That they should not leave Malawi without the authority of the Director of Anti-Corruption Bureau
The case comes for trial on 7th September, 2010.
DEPARTMENT OF FORESTRY (CHIKANGAWA)
The Anti-Corruption Bureau received a complaint alleging that Forestry officials at Chikangawa Forest Reserve in Mzimba District were receiving bribes from Timber Merchants in order to allocate them plots for timber sawing. They did this without the respective timber merchants paying appropriate fees to Government.
On 17th August 2010 the Anti-Corruption Bureau arrested Messrs Hastings Kachali (Station Manager) and Austin Chirwa (Forester) both of Nthungwa Forest Reserve in Chikangawa, together with Signet Chunga, Wilson Chima and Emmanuel Nyirongo, all Pests and Disease Control Monitors.
The Bureau is looking for four other suspects who are at large.
The five accused persons appeared before Mzimba First Grade Magistrate Court on 18th August, 2010 where they were formally charged with offences of Corrupt Practices by Public Officers, Section 24 (1) and Misuse of Public Office Section 25 B of the Corrupt Practices Act. They were thereafter released on bail on the following conditions:-
- That they deposit with the court cash bond amounting to K10,000.
- That they should not leave Chikangawa unless with the authority of the court
- That they produce two sureties one of whom to deposit with the court K5,000 cash
- That they surrender travel documents to Court.
The case goes to court for trial 27th September, 2010.
MALAWI POLICE SERVICE
Recently the Anti-Corruption Bureau concluded investigations on allegations that Police Officers Laxwell Chirwa and Brian Chingwalu of Elangeni Police Unit in Mzimba District received one (1) tobacco bale valued at MK33, 800 as an inducement to release Tenson Mtonga and Jackson Mbunyisera from police custody.
The Anti-Corruption Bureau also investigated allegations that Brian Chingwalu received MK700.00 from Neverson Chinengo for transporting accused persons Tenson Mtonga and Jackson Mbunyisera to the Police Unit.
On 17th August, 2010, the Anti-Corruption Bureau arrested Laxwell Chirwa and took him to Mzimba Police Station. Brian Chingwalu was at large and has not yet been arrested.
Mr Chirwa will soon be charged with corrupt practices by public officer contrary to Section 24(1) of the Corrupt Practices Act.
ANTI- CORRUPTION BUREAU ARRESTS PETER BLESSINGS KUNYADA
The Anti-Corruption Bureau received a complaint alleging that Mr. Peter Blessings Kunyada who was then working as Assistant Human Resource Management Officer at Capital Hill solicited K12, 000.00 but received K2, 000.00 from a retired Civil Servant in order for him to process her terminal benefits.
The Anti-Corruption Bureau instituted investigations into the matter which confirmed the allegation.
On 18th August, 2010, the Anti-Corruption Bureau arrested Peter Blessings Kunyada, currently working as a bursar at Balaka Secondary School. He was taken to Balaka Magistrate’s court. He was charged with three counts of corrupt practices contrary to Section 24 (1) of the Corrupt Practices Act and one count of abuse of public office contrary to Section 25 B (1) of the Corrupt Practices Act.
He was released on bail after depositing K10, 000.00 cash with the court. He produced one surety of K30, 000.00 not cash. He was also ordered to be reporting to Balaka Police Station once every fortnight.
He appears in court on 16th September, 2010 for trial.
